STRAIGHT TALK

Your Mate’s Not a Compliance Expert

When it comes to AML/CTF compliance, the cheapest option and the one your mate recommended could be the most expensive mistake your venue makes.

The Three Ways Venues Choose Compliance Partners

We see it all the time. A venue needs to get their AML/CTF compliance sorted, and they go down one of three paths:

Path 1: The cheapest quote

“We found someone who’ll do our AML/CTF program for $500. Done.”

You get a generic template with your venue name pasted in. No risk assessment specific to your operations. No understanding of your gaming room layout, your patron demographics, your cash handling procedures. It looks like compliance. It isn’t.

Path 2: The mate’s recommendation

“My accountant’s nephew does compliance stuff. He’ll sort it.”

They might be a great generalist. They might even understand financial regulations broadly. But have they ever walked a gaming floor? Do they know what bill-stuffing looks like? Can they tell the difference between a legitimate big winner and a structuring pattern? Probably not.

Path 3: Industry experience

“We went with someone who’s been doing AML/CTF for pubs and clubs for years. They know our world.”

They know what AUSTRAC actually looks for in a gaming venue review. They know the common failure points. They’ve seen what works and what doesn’t across dozens of venues like yours.

Only one of these paths protects your venue.
With penalties up to $33 million per contravention, the cost of getting compliance wrong dwarfs the difference between the cheapest quote and the right one.

What Generic Compliance Gets Wrong

A compliance provider who doesn’t specialise in gaming venues will typically miss:

  1. Gaming-specific risks

Bill-stuffing, machine hopping, structuring across multiple payouts, third-party collections. These are unique to gaming venues. A provider who’s never worked a gaming floor won’t build detection for risks they’ve never seen.

  2. Venue operational reality

Your staff are hospitality workers, not compliance professionals. A program written for a financial institution — full of jargon, complex decision trees, and multi-page procedures — won’t work in a busy gaming room on a Friday night.

  3. AUSTRAC’s actual enforcement focus

AUSTRAC has published specific guidance for pubs and clubs. They’ve called out specific risks (manual observation, inadequate monitoring, failure to file SMRs). A specialist knows what AUSTRAC is looking for because they’ve been through reviews before. A generalist is guessing.

  4. The patron relationship

Gaming venues have regulars. Staff know their patrons by name. This creates a unique compliance challenge: how do you file an SMR on someone you see every week without tipping them off? How do you ask for ID from a patron who’s been coming in for 10 years? Industry-experienced providers have answers to these real-world questions.

  5. State-specific requirements

Gaming regulations vary by state. NSW and Queensland have different requirements for gaming plans of management, cash payout limits, and patron identification. A provider who works across states knows the differences. A generalist may not even know the questions to ask.

The Real Cost of Cheap Compliance

When AUSTRAC conducts a review and finds your AML/CTF program is a generic template that doesn’t reflect your actual operations, they don’t care how much you paid for it. They care whether it works.

A cheap program that fails an AUSTRAC review costs you:

  • Remedial direction costs — hiring someone to fix it properly, under regulatory pressure
  • Operational disruption — AUSTRAC can restrict your gaming operations during remediation
  • Banking risk — banks are increasingly scrutinising gaming venues. A failed AUSTRAC review can trigger a banking relationship review
  • Reputational damage — AUSTRAC enforcement actions are public
  • Actual penalties — if the failures are serious enough
The cheapest compliance solution is the one that actually works. A $5,000 program that protects your venue is infinitely cheaper than a $500 template that costs you $50,000 in remediation — or worse.

How to Choose the Right Compliance Partner

Whether you’re choosing consulting, technology, or both — ask these questions:

  • Do they specialise in gaming venues? Not financial services broadly — pubs and clubs specifically.
  • How long have they been doing this? The AML/CTF landscape for gaming has been evolving for 20 years. Experience matters.
  • Can they explain the new reforms in plain English? If they can’t explain it to your bar manager, they can’t train your staff.
  • Do they understand your state’s gaming regulations? AML/CTF doesn’t exist in isolation — it sits alongside state gaming laws.
  • Have they been through AUSTRAC reviews? A provider who’s seen the other side of a review knows what AUSTRAC actually looks for.
  • Will they customise to your venue? Your risk profile isn’t the same as the club down the road. Your program shouldn’t be either.
  • Do they provide ongoing support? Compliance is not a one-off project. Regulations change. Your business changes. You need a partner, not a vendor.

Friendship Is Not a Qualification

This one needs to be said directly.

Your accountant is great at accounting. Your lawyer is great at law. Your mate who “knows a bit about compliance” is probably a good bloke. None of that qualifies them to build an AML/CTF program that will withstand AUSTRAC scrutiny.

AML/CTF compliance for gaming venues is a specialist discipline. It requires:

  • Deep knowledge of the AML/CTF Act and Rules
  • Understanding of AUSTRAC’s enforcement priorities
  • Practical experience with gaming venue operations
  • Knowledge of state-specific gaming regulations
  • Ability to translate complex regulation into staff-friendly processes

If your compliance partner can’t tick every one of those boxes, your venue is exposed.

Ask yourself this:
If AUSTRAC walked into your venue tomorrow, would you be confident in the person who built your compliance program? Would you stake your gaming licence on their expertise? If the answer is no, it’s time to make a change.

The Bottom Line

Compliance is not an area to cut corners. The cost of getting it right is manageable. The cost of getting it wrong is existential.
